Windows Update can not find updates: error 0x800705b4

Hello! I have clean Windows 10 (no antivirus etc), but Windows Update can not find any updates: it return error with code 0x800705b4. Can you help me please?

1. Download the Media Creation Tool and save this to your desktop. Go ahead and run this as well. Note: Click the Download tool now button when you get to this link.
2. Accept the License Agreement
3. Download the ISO file to your desktop.
4. Double-click on the ISO and then run the setup to try and upgrade your machine.

We want to get the ISO so that you don't have to keep downloading which can take hours.

I try use this tool, but got the error: "This tool can't upgrade your PC. The language or edition of the version of Windows currently installed on your PC isn't supported by this tool."

I download and try update to 1809, but after reboot get an error:
0xc1900101-0x20017
The installation failed in the SAFE_OS phase with an error during BOOT operation

And Windows rollback to previous version.

Restart Windows in Safe Mode w/networking.

Download Windows Repair (All-in-One) Portable

• Extract the tweaking.com_windows_repair_aio.zip to c:\Windows\TEMP the zip will extract to a folder called Tweaking.com - Windows Repair
• Execute the file Repair_Windows.exe from the Tweaking.com - Windows Repair folder, accept the Security warning and the EULA
• Click the button Jump To Repairs
• Click the Open Repairs button to access the following screen:
  
  
• Click the box All Repairs to uncheck all the boxes
• Check only the following boxes:
  • 16 - Repair Windows Updates
  
  
• Check the box Restart/Shutdown System When Finished > Restart System
• Click the Start Repairs button
• When the system reboots, attempt the updates again.
