Windows uninstalls update after downloading and installing edition 1903.

I'm running Windows 10 Pro 32 bit. When I download and install the update everything appears to proceed normally, but then it automatically uninstalls with the following message:

The system is then back to edition 1803. I use the Update Assistant. CBS.zip file is attached. Thanks in advance for any suggestion.

Well, go figure. I did a factory re-set, installed a newer edition of Windows 10 (2004) and now everything is working. :-)
