Windows stuck on restard/shutdown screen and windows won't update

So a long time ago I noticed that when I pressed restart or shutdown, the screen just was stuck at restart or shutdown.
Pretty much gets stuck every time I try to restart or shutdown pc. If I left click while the text "restarting/shutdowning "is on screen, the screen goes black(nothing happens).

Wasn't that big of a problem then, but now this problem won't update my windows from 1909. Here is why:

Few times I was able to download updates through windows settings, but every time It tried to update it - it got stuck on the "restarting" screen.
After few times I tried updating, I started getting errors: 0x80070002 and 0xc1900130.
After that, I started trying to update through MediaCreationTool20H2 ,but with that I was getting "We can't tell if your PC has enough space to continue installing Windows 10." error.
Then I tried downloading ISO, but the same thing happened "We can't tell if your PC has enough space to continue installing Windows 10." error.

I really don't want to do a clean install.

Some of the stuff I tried:

- shutdown all the programs that are running in the background.
- turned all unneeded programs from Startup
- used microsoft Process Explorer and microsoft Autoruns to disable all unneeded 3rd party software from starting and running in the background
- Enabled Verbose Messages editing in Registry, to see detailed view on screens (didn’t seem unusual, still got stuck at the same text “restarting”)
- Used windows troubleshoot power
- tried multiple power plan settings
- sfc /scannow (log said that fixed something, but didn't help)
- tried WuReset2.0.bat script
- updated bios
- from msconfig disabled 3rd services


Pc:
Ryzen 1700, msi gtx1080, corsair 3000hz,64gb
OS on m.2 ssd, and 3 extra storages
windows 10 pro, 1909

Any help is appreciated🙃
 
Well, what is the capacity of the OS drive? If it's too small, that could be your issue right there. Feature Updates use only the OS drive, not any other drives, to do their thing, so if the OS drive has insufficient space on it that could be the problem.

If you have stuff other than the OS resident on that drive and can move it elsewhere, I'd definitely try doing that if you have limited free space left.

The drive is 1Tb, and has 500gb free space
 
Then my next suggestion would be, if it's practical, disconnecting all "other storage" besides the OS drive.

There have been occasions where that makes a difference.
 
Try Brian's direction first and report back.


Both of those error numbers indicate a possible internet issue somewhere. If Windows update can't adequately connect to the internet, it can't tell, well, a lot of things.

Do you have a strong, stable connection to the internet?

I'd also look into disabling Fast Startup if it's enabled. Disable or Enable Windows 10 Fast Startup (and Why)

If those are internet connection codes, then I would also STRONGLY suggest using these instructions:

Doing a Windows 10 Repair Install or Feature Update Using the Windows 10 ISO file

and doing so with NO ACTIVE INTERNET CONNECTION.

The ISO file contains everything necessary for a feature update with no need for an internet connection, and if one is not present it will do the feature update without looking for additional updates that may have occurred since the ISO was built. Any updates will be applied by Windows Update after the feature update via the typical mechanisms once internet connectivity is restored.

It eliminates this potential issue from the picture entirely.
