Can you confirm the following steps? 1. Plug in USB drive to the computer. 2. Open up the MediaCreationTool64.exe 3. Select "Create installation media for another PC" and click Next 4. Select Language, Edition & Architecture and click Next. 5. Select USB flash drive as an option and click Next. 6. Select the detected USB drive and click Next

Make sure that English is set in the Choose a display language (this is only temporary). 4. Click Apply. 5. Click the Install/uninstall languages... button. 6. Click Next at the first screen and then click Uninstall Display languages. Let me know if any are listed other than English.
