Windows Servers 2019 sfc and dism dont work. Stuck after login

Windows Servers 2019 Stuck after login. Only way to partially access it is by external boot and safe-mode with command prompt.

SFC gets stucks at 63% and dism /online /restorehealth cant be run in safe mode error.
