Windows Server 2022 will not install kb5036909

Hi There,

kb5036909 will not install giving errors saying "Windows update "Security Update for Windows (KB5036909)" could not be installed because of error 2147956481 "The referenced assembly could not be found.""
The usual dism / sfc troubleshooting has not worked.

A month has passed not sure what information I failed to supply but you can close this request, I'll just have to rebuild.
