Windows Server 2022 version 21h2 fail to install updates >1year

I have a described above server running a database for an office, due to how the database works this server had to be setup not to receive updates. A new version of the database is ready to be upgraded to and the server needs to be updated to allow for it. The last successful update was on 8/11/2023 (KB5029250) Any attempt to install current updates, or the next few after (kb503216) fail after hanging at 5% or 20% I have seen three different errors thrown by windows update; 0x80073701, 0x800f0831 and a 0x9xxxxxx error was reported when I was not on site.

I have tried changing the group policy, removing and reinstalling the last successful update (did not properly uninstall), Followed the steps in forum posting guide, attempted resetting windows update, as well as manually trying different cumulative updates. I do not have access to the retail iso or OS license as it was delivered preconfigured from dell.

The CBS logs were too large to compress to a single file so I have broken them into multiple files -edit- one of them was too large to even be compressed by itself (~6.5gb uncompressed)

Update- tracked down the original tech and got the dell provided retail iso from them, three attempts to in place upgrade, first two failed, third attempt is currently 30% complete upgrade. If this fails or works I’d still like to know why this kept failing its installs.
