Windows Server 2022 RD Licensing Service Won't start

My Remote Desktop Licensing service will not start. It's set to automatic and fails with error code 4097.

This was a fresh install of Remote desktop services. I was attempting to do the deployment of a remote desktop application and I got an error saying that the RD connection broker was unavailable. All of these services are local to this system. I started to look at services and found that this service was set to automatic but wouldn't start.



I ran SFC /Scannow and it comes up clean.

SURT Ran successfully.
