Windows Server 2019 Update Issues

Hi there, I have been having issues updating a Windows Server 2019 machine. I was able to install the latest office updates but the current November rollup won't install.

Below are what I have done:

1. Ran sfc /scannow. Errors were found which couldn't be fixed.
2. Ran DISM /online /cleanup-image /restorehealth. Pointing to the online source didn't work so I pointed to the CD and it said it successfully fixed the issues.
3. Ran sfc /scannow again. More errors were found but this time it said it fixed it.
4. Ran sfc /scannow a third time and it is now saying there are no errors.

Pushed the updates again after doing this and they are still failing. Attached is the current CBS.log file.

Let me know if you need any other information or have any suggestions.

Good morning, I was just wondering if anyone has any suggestions about things I might be able to look at here to figure this out.

One other thing I have tried and I am not sure if it will help with troubleshooting this is, if I manually download the update that Windows Update says is required, I get a message saying "The update is not applicable to your computer".

I get the same message if I download any SSU including the latest one. The SSU isn't showing up as an available update but I don't see it installed on the server either.

I hope that provides more information.
