Windows Server 2019 Unable to install Cumulative updates for Windows Server 2019 for three months now Error 0x800F0982

Originally was getting error 0x80073701. After some rounds of running Win Troubleshooter, resetting Windows Updates, SFC /scannow, Dism /Online /Cleanup-Image /CheckHealth, Dism /Online /Cleanup-Image /ScanHealth; Dism /Online /Cleanup-Image /RestoreHealth and no errors. Then reading another post, I tried uninstalling Korean, Italian, German; Polish and Spanish Language packs. Still can't update Windows. Reinstalled all languages and removed again, then ran Dism /Online /Cleanup-Image /CheckHealth, Dism /Online /Cleanup-Image /ScanHealth (failed with "Not recognized in this context", Dism /Online /Cleanup-Image /RestoreHealth (failed at 72.7% Error 0x800f0081f "The Source Files could not be found"). After doing another Windows Updates reset, the /RestoreHealth option succeeded.Windows update error changed to 0x800F0982.
Ran SFCfix (log attached) and collected CBS logs and zipped (attached).

I have a Microsoft Action Pack Subscription (MAPS) that gives me 10 incidents of support (but it's through a company called Convergsys, and I don't think they're the A team - they had me basically repeat the steps already detailed, except for the language files part, and haven't called me back again.) They actually told me to do an in-place repair/upgrade install of Windows server, but I told them that's not possible. because this is a Windows Server Domain Controller and it's the only one in the domain. If any hiccups, takes down the entire domain. While I have a backup of the server, I don't want to validate the backup by restoring a damaged version. Since this has been going on for three months, all the backups have this issue as well. So I have given up on them and I can't really afford to pay $599 for a paid Microsoft support incident that isn't even guaranteed too fix this.

Can anyone examine the CBS log(s) and get an idea of what's wrong and guide me to a fix?

Retrieve Components Hive
1. Navigate to C:\Windows\System32\Config and locate the COMPONENTS file.
2. Please copy this file to your desktop.
Note: If you receive an error that this file is in-use, simply reboot your computer and try again.
3. Right-click on this file on your desktop and select Send To...Compressed (zipped) folder. This will create a file named COMPONENTS.ZIP on your desktop.
4. The file will likely be too large to upload here so please upload to a file sharing service. Examples of services to upload to are Dropbox or OneDrive or WeTransfer and then just provide the link in your reply.
 
It required a restart then I had to add myself to the permissions before I was able to zip it. It wasn't that large - I was able to upload it here.

It seems like there is going to a bunch of these errors. I've now programmatically updated your entire COMPONENTS hive with the missing values so Windows Update should at least overcome this error now. Please create a backup of your current COMPONENTS hive and then replace your current hive with the one attached below.

Afterwards, please run the following DISM command:

Below is the content of SFCFix.txt. (I did rename the file from Google drive, which was named "SFCFix - BlueChips.zip" to SFCFix.zip, which was the name I was supposed to use when I dragged it on to SFCFix.exe, as I understood the instructions?)

It appears that I can't post the text of the SFCFix.txt as I reeive a message "Oops! We ran into some problems. Please enter a valid message"

So I am attaching the file instead.

Interestingly there is no errors within either of your CBS logs? Could you please run the same DISM command as before and then upload the CBS logs?
