[SOLVED] Windows Server 2019 Standard not installing KB5031361 with error 0x800F0982

Hi,

I'm trying to install the latest CU '2023-10 Cumulative Update for Windows Server 2019 for x64-based Systems' (KB5031361) on Windows Server 2019 Standard and getting the error 0x800F0982. I've tried almost every solution I could find including restarting the Windows, MS Windows update troubleshoot, sfc /scannow and DISM /Online /Cleanup-Image /RestoreHealth, install update manually but nothing seems to work and keep getting error 0x800F0982.

DISM reports:

I've tried to remove and then reinstall FR language pack but it doesn't seem to make a difference. This image came pre-installed from Dell last month. When I connected it to the internet it installed all the patches except the CU which it failed on. Let me know what info is needed, I'm new here.
