Windows Server 2019 Standard Cumulative Update Failing

I have a domain controller on a Sever 2019 Standard VM. Host is VMWare ESXi 6.7.0 Update 3. A couple of months ago, the monthly cumulative update for Windows Server 2019 (1809) started failing. Each month thereafter, the latest cumulative update fails as well. So far, I have gone through the steps of resetting the Windows Update components, recreating the SoftwareDistribution folder, etc.

The latest update to fail is 2021-09 Cumulative Update for Windows Server 2019 (1809) for x64-based Systems (KB5005568). Along with that, these updates also fail:

2021-09 Cumulative Update Preview for .NET Framework 3.5, 4.7.2 and 4.8 for Windows Server 2019 for x64 (KB5005653)
2021-01 Update for Windows Server 2019 for x64-based Systems (KB4589208)

I have also tried to manually install the standalone packages that I downloaded. The install seems to go fine, but upon rebooting, I normally get the same issue. It reboots and starts applying the update. The first percentage counter goes through fine, then it goes to a message "starting Trusted Installer", then starts another percentage counter which makes it to 94%.....hangs for a handful of seconds and then throws error "updated failed to install, reverting changes, etc."

I ran Get-WindowsUpdateLog in Powershell, and have attached the output to this thread. One error that I see several times in the log is Update F2636CF0-10CC-419B-A18D-69475995CE73 is PerUpdate" regulated and CANNOT download as well as Update F2636CF0-10CC-419B-A18D-69475995CE73.202 is not allowed to download due to service regulation.
