[SOLVED] Windows Server 2019 fail to update : Can not identify matching versions for component machine.inf.Resources culture [l:5]'ja-JP'

Hello everyone,

Decided to post my issue in this forum as the technical help given looks outstanding.

The issue is happening on a Windows Server 2019 when windows update tries to install KB5016623.
Installing it manually give the same issue.

Here is what look to be the issue from CBS logs :

Not sure if something can be done, wondering what "machine.inf.Resources, version 10.0.17763.1971" is ?

This server came with a preinstalled OS from Dell from an order of a few.
They all had a lot of issue with installing server roles and features, blocking every time on some FR or JA package.
Manually deleting theses package (for the mentionned language) or key in Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Component Based Servicing\PackageDetect\ did the trick.
Lately had to delete a few to install the Cluster Failover manager and since then, everything is stuck.

There is typically more than one of these errors despite the CBS log claiming otherwise. Could you please provide your COMPONENTS hive using the following instructions:

Retrieve Components Hive
1. Navigate to C:\Windows\System32\Config and locate the COMPONENTS file.
2. Please copy this file to your desktop.
Note: If you receive an error that this file is in-use, simply reboot your computer and try again.
3. Right-click on this file on your desktop and select Send To...Compressed (zipped) folder. This will create a file named COMPONENTS.ZIP on your desktop.
4. The file will likely be too large to upload here so please upload to a file sharing service. Examples of services to upload to are Dropbox or OneDrive or WeTransfer and then just provide the link in your reply.
 
Please create a backup of your current COMPONENTS hive and then replace your hive with the one attached. Once completed, please attempt to update again, if it fails then you will need to provide the CBS logs as before.

Thanks, there actually seems to be a bug with the last two cumulative updates for Windows Server 2019, this is the third server now where there appears to be a pattern to the corruption.

Could you please provide your latest COMPONENTS hive? A number of changes will have been made to it since the last update attempt.

Once replaced, then please attempt to update again and provide the CBS logs if it fails.

  7. Upon completion, a log should be created on your Desktop: SFCFix.txt.

Please run the attached SFCFix, however, instead of running DISM again, then please follow these instructions:

Capture Process Monitor Trace
1. Download and run Process Monitor. Leave this running while you perform the next steps.
2. Try updating the system just like you have in the past.
3. Stop Process Monitor as soon as it fails. You can simply do this by clicking the square icon on the toolbar as shown below.

4. Select the File menu...Save... and save the file to your desktop. This is likely the default location. The name (unless changed) will be LogFile.PML. This is fine.
5. Zip up and provide the link to the LogFile.PML file as well as your CBS.log Examples of services to upload to are Dropbox or OneDrive or WeTransfer.
