windows server 2019 can't update cumulative update

Hello , i migrate my windows server from server 2012 to server 2016 and then to server 2019 . i am using on-place upgrade
it was working good in server 2012 and all updates i can install without any problem .
but because end of support for server 2012 i on-place upgrade it to server 2016 , and then i notice that i can update all windows updates except cumulative update . it just stop at 99% or 100 % and then a message appear "we couldn't complete the updates" "undoing changes" . i tried many times sfc and dism but still same problem . so i decide to on-place upgrade again to server 2019 .
and again same problem all windows updates can install except cumulative update .
each time i run Dism /online /Cleanup-Image /RestoreHealth it return :
The restore operation completed successfully.
and each time i run sfc /scanow it return :
Windows Resource Protection found corrupt files and successfully repaired them.

even i run the 2 commands many times consecutives still it gives the same message .
i try the same command in safe mode and still same result , even if i run it 5 times consecutives , same message
i check the cbs log and there is many warning starting : Warning: Overlap: Duplicate ownership for directory
and many errors starting : Error: Overlap: Duplicate ownership for file

so it seems something related to files ownership .
i attach the CBS log .
i hope someone can assist me.

ProfileImagePath REG_EXPAND_SZ C:\Users\Administrator

is not exist in HKEY_USERS
should i disable this ?
