[SOLVED] Windows Server 2016 Updates fails(KB5039214)

I think I may have part of the problem, but do not know hot to fix it - in the CBS log previoulsy posted if found the error below. Any thoughts on how to correct - Is this some sort or weird permision issue?

Some more data in the CBS log there is about a 15-minute hang after the "Unable to open file .." below and the startup time out which is when the rollback starts - But I still don't know why.. Any help greatly appreciated.

I found my solution The key BlockTimeIncrement associate with HKEY Local Machine\ Curent control set\ services trusted installer\ was extended to Hex value 2a30
