Windows Server 2016 Standard - Error 0x80071a91 (same as 3-4 months ago)

Hello, I've tried everything except a clean installation:
- fsutil resource setautoreset true C:\n-it didn't help,
- sfc /scannow - didn't help, it shows the incorrect files but can't fix them,
- cd /d %SystemRoot%System32SMIStoreMachine etc. - did not help,
- Windows Update troubleshooter - did not help,
- DISM /Online /Cleanup-Image /RestoreHealth - didn't help, ends with an error, I tried with source, but it doesn't work either.

Please help me to solve the error.
