Try to load the SOFTWARE hive with a different name SOFTWARE-BKP or SOFTWARE-TMP. Otherwise use an offline tool like Registry Explorer Eric Zimmerman's tools
I've send a copy of the repaired hive, unfortunately, this one is from a year ago, is this also the same period when the problems started on this server?
Then there are a very few options left if you don't have more recent backups.
1. Cloning this server and try to restore the backup (with the repaired SOFTWARE hive) of february 2022.
2. A repair install of this server using the Windows Server 2016 ISO.
