Windows Server 2016 KB5022838 Failed to Install

I am trying to install the latest update but it keeps failing. I was able to run DISM and SFC without any errors. I checked the free space on the server and it looks good.

I tried analyzing the CBS logs I don't understand the "status_too_late" and "0x80070013 - ERROR_WRITE_PROTECT" errors. I don't see any other threads related to this error.

I attached a copy of the CBS logs.
