[SOLVED] Windows Server 2016 - Cannot install Windows Defender Role - Error 0x80073701 The referenced assembly could not be found.

Hi,


I cannot install the Windows Defender role on the server in question. Windows updates run without errors. But there were installation errors for some Cumulative Updates back in 2019 and 2020 (KB4537806, KB4512517).
SFC / Scannow does not find any errors. SFCFix does not find any errors, but aborts the DISM scan with error 14. DISM / Restorehealth aborts with error 14 not enough memory available. CBS Manifest Corruptions can be found in the CBS.log.

SFCFix Script

!!! WARNING !!! The following fix is only relevant for this system and no other, applying this fix on another computer will not work and most likely will cause problems...
  • Download SFCFix.exe (by Niemiro) and save it to the Desktop
  • Download the file SFCFIX.ZIP, attached below, and save this to your Desktop
  • On your Desktop, make sure you have the two files:
    myjIXnC.png
    SFCFix.exe and
    zipIcon.png
    SFCFIX.zip
  • Drag the file SFCFIX.zip onto the file SFCFix.exe and release it
  • The SFCFix tool will process the script
  • Upon completion, a log file SFCFix.txt should be created on your Desktop

I followed your instructions. Dism /Online /Cleanup-Image /ScanHealth runs without errors. I restarted the server. But still no luck with the Windows Defender Role (same error).

Are there any language pack installed on the server?
 
German is the standard language of the server. I wouldn't want to uninstall this.

When uninstalling the other languages, I get error messages.

Hi,

I understand but to work on this kind of problem the system must be using the base language that is English then after successfully install the updates the language packs can be installed again.

The log show the same problem with two updates lets try to reinstall them and see if that helps.

Install Update using Dism
  1. Please download KB4516044 http://download.windowsupdate.com/c..._eba7b8626986b6f026f1f7d914a8390b7e85ede2.msu save the file to c:\windows\temp
  2. change the name of the update file to a smaller name Windows10.0-KB4516044-x64.msu
    (keep the extension .msu in the end of the file name in case its visible if not ignore that)
  3. open the Command Prompt as Administrator (Tutorial)
  4. type or Copy & Paste the following commands line by line:

    cd /d c:\windows\temp
    expand Windows10.0-KB4516044-x64.msu -f:* C:\windows\temp
    DISM.exe /Online /Add-Package /PackagePath:C:\windows\temp\Windows10.0-KB4516044-x64.cab

  5. You should receive the message:
    The operation completed successfully.
    Restart Windows to complete this operation.
    Do you want to restart the computer now (Y/N)?
  6. Make sure to allow the computer to restart if prompted.

    If you receive any other message:
  7. Right-click on the Command Prompt window and click Select All, this will invert all of the colors by selecting the text, now press enter. All of this text is now copied.
  8. Paste (Ctrl+V) it into your next post please.

Note: If DISM fails please attach the CBS.log
 
DISM.exe /Online /Add-Package /PackagePath:C:\windows\temp\Windows10.0-KB4516044-x64.cab completed wihout errors.
Still the same errors after reboot (language pack deinstallation error, Windows Defender installation). Here is the actual CBS.log.

Now the error refers to a different update mentioned on the initial log, lets use dims also to install it

  2. change the name of the update file to a smaller name Windows10.0-KB4505052-x64.msu
