[SOLVED] Windows Server 2016 (1607) Server Manager fail to load feature list 0x800f0805

Hello,

I have the problem that the server manager won't allow to install or update and feature
and also Windows Updates start to fail.

I tried

1.) SFC /scannow
-> No Error

2.) dism /Online /Cleanup-Image /RestoreHealth
-> error is the same even tho it returned successful run

I have attached cbs.log and the componentscanner

Would be happy about any ideas.
