Windows Server 2016 (14393.1770) sfc /scannow fails at 55% and Updates not work

Hello,

i have a problem with a Windows Server 2016 .
SFC /scannow stops after 55%. DISM did not solve.
Windows Cumulative Updates won't install.
Windows Server Servicing Stack Updates are working.

SFCFix did not find any issues, i've attatched the SFCFix.txt.

If you need anything else, just let me know.
