I was watching the installation while constantly refreshing a search on the Software Distribution folder for "IE11-neutral" but nothing appeared the whole time Interestingly, there were 3 other updates yesterday that installed fine, one of them being the cumulative security update for IE10

Install Update with DISM Download this update and save to your desktop. The file name will be Windows8-RT-KB4103730-x64.cab.zip. Right-click on this file and select Extract All... Click the Extract button. You can close the folder window that opens Click on the Start button and in the search box, type Command Prompt When you see Command Prompt on the list, right-click on it and select Run as administrator. Go ahead and allow if you receive the UAC prompt. Copy and paste the following command into the command prompt window and press enter. dism /online /add-package /packagepath:%userprofile%\desktop\Windows8-RT-KB4103730-x64.cab You should receive the message: The operation completed successfully. Restart Windows to complete this operation. <---You may not get this line. Do you want to restart the computer now (Y/N)? <---You may not get this line. Go ahead and do so if prompted. Let me know what errors if any come up. If you do get errors, please zip/attach your CBS.log Note: If you get the message that no packages that require processing were found, use the following command instead: dism /online /add-package /packagepath:%userprofile%\desktop\Windows8-RT-KB4103730-x64.cab\Windows8-RT-KB4103730-x64.cab If successful, retry IE and attach CBS.log if it fails again.
