I have a Windows Server where the updates install but immediately roll back when I reboot after installing updates.

I ran the sfc /scannow which did not find any corruption and I ran the DISM command which did not find/fix anything.

Attached are the ComponentsScanner.txt and CBS.zip files.

Thank you for your help!

Just wanted to give some more detail. I ran the Reset-WUComponents powershell command/script and then tried to install updates again, but unfortunately that did not work.

When I reboot after installing updates, it shows the screen where it says something to the affect of setting up Windows Updates... it gets to 13% and then reboots. Then it appears to go through the boot process (it's a VM) and it immediately comes up saying "Shutting down Group Policy Client" and "Shutting down Windows Module Installer".

Then it reboots again, shows a screen that says that it's trying to work on applying the Windows Updates and then switches to "Undoing changes"

I'm not seeing much in Event Viewer except for maybe these two entries:

The winlogon notification subscriber <TrustedInstaller> failed a critical notification event.

The Windows Modules Installer service terminated with the following error:
The data is invalid.

Hello and welcome,

Click the Start button and then type cmd in the search box. Right-click on cmd that comes up in the search results and select Run as administrator.
A User Account Control dialog may come up asking for approval. If it does go ahead and allow.
A command prompt window will open. Copy and paste the following into the command-prompt and hit enter.
reg query HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\services /s > "%USERPROFILE%\desktop\services.txt"

After the command runs there will be a file on your desktop named services.txt.
Attach this file to your next reply.

  1. Download the Farbar Recovery Scan Tool and save it to your Desktop:
64-bit: Downloading Farbar Recovery Scan Tool
Note: Your antivirus program may report FRST incorrectly as an infection. If so, disable the real-time protection when downloading and running FRST.
  2. Download the attachment fixlist.txt and save it to your desktop.
  3. Right-click on FRST64.exe and select "Run as administrator".
  4. Press the Fix button.
  5. The tool will now process fixlist.txt.
  6. If for some reason the tool needs a restart, please make sure you let the system restart normally. After that let the tool complete its run.
  7. When finished, a log called Fixlog.txt will appear in the same directory the tool is run from.
  8. Attach the logfile Fixlog.txt to your next reply.

I rebooted and updates and updates are installing properly now. Thank you so much for your help!

Great and your welcome. Thread marked as solved.

Follow the instructions below to cleanup the tool and logfiles used in this thread.
Rename the file FRST64.exe to uninstall.exe and run it. This will remove all files and folders created by FRST and the tool itself.
Reboot the machine to complete.

Take care.
