Windows Server 2008 R2 - Unable to install WMF 5.1 KB3191566

I'm trying to run Storage Migration Service to get rid of an old file/print server, and am unable to install the required WMF 5.1 KB3191566. The server was having Windows Update issues previously, specifically when attempting installs of one or both of these security patches from Spring 2019 KB4474419 & KB4516065. I was able to successfully run Windows Update by de-selecting those two updates, and then successfully installed SUR KB947821 and now Windows Update (edited) initially reported that there were no available updates. SFC scans clean, SFCFix said it failed the first step and couldn't export zip files:

After manually running Windows Updates again I have some pending updates, which I've attached as a PNG. An attempt was made to install KB4474419 & KB4516065 last weekend and it caused the server to go down and go into System Restore mode so I am hesitant to attempt again.

Attempted to install oldest update KB3133977 resulted in failure and reverting of changes, as most updates seem to do on this system. It also seems to reset Windows Update back to a state where it thinks it's up to date until you manually check.

Please do the following:

Retrieve Components Hive
1. Navigate to C:\Windows\System32\Config and locate the COMPONENTS file.
2. Please copy this file to your desktop.
Note: If you receive an error that this file is in-use, simply reboot your computer and try again.
3. Right-click on this file on your desktop and select Send To...Compressed (zipped) folder. This will create a file named COMPONENTS.ZIP on your desktop.
4. The file will likely be too large to upload here so please upload to a file sharing service. Examples of services to upload to are Dropbox or OneDrive or SendSpace and then just provide the link in your reply.
