Windows Quortly Security Rollup update Failed

My windows Security updates are failing. i am running windows 7 starter. I have followed the Windows update posting forum, which included going to the malware removal forum where Corrine helped me, and still no luck. Also, this computer is supper slow.

Retrieve Components Hive
1. Navigate to C:\Windows\System32\Config and locate the COMPONENTS file.
2. Please copy this file to your desktop.
Note: If you receive an error that this file is in-use, simply reboot your computer and try again.
3. Right-click on this file on your desktop and select Send To...Compressed (zipped) folder. This will create a file named COMPONENTS.ZIP on your desktop.
4. The file will likely be too large to upload here so please upload to a file sharing service and just provide the link here.
 
Install Update with DISM


  1. Download this update and save to your desktop. The file name will be Windows6.1-KB3212646-x64.cab.zip.
  2. Right-click on this file and select Extract All... Click the Extract button. You can close the folder window that opens
  3. Click on the Start button and in the search box, type Command Prompt
  4. When you see Command Prompt on the list, right-click on it and select Run as administrator. Go ahead and allow if you receive the UAC prompt.
  5. Copy and paste the following command into the command prompt window and press enter.

    dism /online /add-package /packagepath:%userprofile%\desktop\Windows6.1-KB3212646-x64.cab
  6. You should receive the message:
    The operation completed successfully.
    Restart Windows to complete this operation. <---You may not get this line.
    Do you want to restart the computer now (Y/N)? <---You may not get this line.

Go ahead and do so if prompted. Let me know what errors if any come up. If you do get errors, please zip/attach your CBS.log
 
I have tried this link again, and its still not working. it still says "temporary error, retrying" but does nothing.
 
Sorry for the delay in response, it's been a busy week. I have finally been able to download the file and have ran it. I got an error that said:

error: 87

no packages were found that required processing

the DISM.log file can be found in c:\windows\logs\DISM\dism.log

I have reran the SCFix program and have created a new CBS file.
