Windows is acting weird

Hello, some days ago i noticed windows was acting weird (at the end of the post i'll leave a video so you can see what is going on) i post a thread on malwarebyte forums (Thread of malwarebyte) and after a several number of scan, we already know that my computer doesn't have any malware but the problems persist
Here is a video of my desktop so you can see the problem



As you can see when i open the action center and i click in anything nothing happen, when i scroll in display center it keep returning me to the top unless i click on display and when i use the search box if i open something the search box doesn't close.
 
I did, his video is so fast, I couldn't make out what was going on and was mostly guessing.

Matter of fact, I don't have the tablet mode button anymore when I click the notification area, I had to dig a bit deeper to get to it to toggle it. Search>Tablet>Tablet Settings>Change additional tablet settings

In a blank area (like beneath the Battery Saver and to the right of Screen Snip) of your action center right click and select "Edit" (which will likely be the only option presented). If you click the Add button in Edit mode I imagine the Tablet button will be there.

I have no idea how/why it would have disappeared. All the things that are actually currently shown should have an unpin icon when in edit mode if you wish to remove them from view by default.

Heaven only knows how/when certain changes like this occur for things one doesn't look for often. My Tablet Mode button is visible, but I went through Settings for the toggle myself, having forgotten that a Tablet Mode button even existed in the Action Center!
 
Type Windows PowerShell in the search box of Windows 10 and choose the best-matched one. Right-click it to choose Run as administrator to continue.

Execute below command to re-register Action Center.

Interesting thing is, when I right-click that area, the add button is "grayed out". I removed one, the add button came back but the only choice is the one I removed.

I don't need it as I never used it on my desktop.

Its because you only have those quick actions buttons you can add when you remove one you get Add option.

I follow the step here Britechguy’s Standard Advice Regarding Windows 10 Issues and Their Repair and end up doing a completly clean reinstall (i formatted both hard drives and delate all partitions), installed windows but the problems persist, im not sure what to do now

and some parts were not installed, im not sure if that normal and i dont know how can i make a log from that or if should copy/paste everything here? its kinda long
However there are things outside of the action center that are not working properly (you can see in the video, if it needed i can record a longer version so its easier to see whats is wrong)
if it relevant here are my device specifications

I recorded the video again (so you can see what are the problem), this time i tried to explain what is going on, please remember that English is not my first language so if you don't understand me let me know

and i cant do the first fix [FIX] Action Center Not Working In Windows 10 in here, i get ‘The action can’t be completed because the file is open in System‘ warning and fallow the second post to overcome that warning but it didn't work, not sure why as i can complete all the steps and the second step is the same command that someone suggested to use before (it gives me some error)
I want to point that the problems are mostly with windows default application (video, photos, etc) and anything that are on windows settings, other application like steam or the screen recorder, even windows explorer work fine
With the next test i've to do it on the test user? i can use my normal user until them?

Have you tried SFC/DISM and moved on to a Repair Install, if needed, as my original instructions suggest?

These are the two least complicated ways to stamp out a wide array of "weird problems" when they pop up in Windows 10.
