Windows Installer broken

Hello everybody I just registered for this problem.

First things first:
Windows 7 Professional Edition with Adminrights, checked for Viruses with Bitdefender (no finds)

When I try to install or uninstall some(!) Software, the Windows Installer won't work.
E.g.: I'm trying to uninstall Acrobat Reader to reinstall it (Logo of it is somehow gone) - the installer starts and crashes with the warning "installer doesn't work" (don't know the exact words, since my OS is in German).
Windows-Updates fail as well. Tried to use the Windows Update, but the updates just can't be installed. So I downloaded the updates manually (all of them .net-framework updates).
When I try to install those the installer also crashes with an "heavy error" (schwerwiegender Fehler).

Things I tried:
Two registry fixes that are out there - one where you need to make a script, one where you set WOW64 to 0 (or whatever it was).

Unregistering and registering the msiexec with CMD - to no avail

I checked if msi is on "manual" in services.

I tried some more Microsoft-Solutions that SHOULD work, but just don't.

I used sfcscan and sfcfix.
There are some errors, yes - but they don't seem to be of importance to me, since they all have to do with windows-samples (photos, videos, sounds)
I'll attach the .txt anyway.

I tried everything, I'm working on this Problem for more than 24hrs now and I don't have any Idea anymore.
If you can help, please do so!

Update: (this is more of a rant...)

I tried Method 1 from this page: https://support.microsoft.com/de-de/kb/976982
The Adobe Reader has now succesfully uninstalled.
.net-Framework does not install (same error)

Method 2 did not work - error received is 0x80070643
The fix then tried to repair net-framework.
Tool is unable to repair. Thanks for that.

Well, Method 3
Uninstall net-framework....well, guess what.
I tried that already and learned that uninstalling is not possible for Win 7.
Same error.
Trying to install 1.1 and 3.5, nothing happens for a very long time.

Meanwhile I tried this: Troubleshooting .NET Framework 4 Install failures | VarunGupta

"Check if following registry keys have correct values:

MsiExecCA32 should end with \Windows\syswow64\msiexec.exe
MsiExecCA64 should end with \Windows\system32\msiexec.exe"


They do.

Next up is the Windows automatic troubleshooter. This one tries to repair windows updates as it seems.

Framework 1.1 and 3.5 have succesfully installed, next up is a reboot.

But first we wait for the automatic troubleshooter...then we try to install the winupdates again.

Alright. It solved some Problems, but created a new one.
Now it's telling me 0x80070057. - guess what! Someone saying this is caused by a SATA-Cable!
This I just can't believe, but maybe I will try it out.

Framework installer still gives 0x80070643.
 
Update 2:

So I ran this program: .NET Framework Setup Verification Tool User’s Guide | Aaron Stebner's WebLog

When I want to verify net framework 4.6.1 it asks me to install net-framework 4.0
This leads to this site Get the .NET Framework
When I run this Program, it says "the function you want to use is on a netresource that is not available" etc.
It gives me a pulldown "Use Source: D:\6a1113422365c2e5756829" - googled this, to no avail.
It wants the "netfx_Full_x64.msi"
So I got this file, but when I want to use it it tells me "The File netfx_full_x64.msi cannot be used. You have to use the File netfx_full_x64.msi" or something like that.
Well.....thanks.

I have no idea what to do now. Seems I just need this file, but it's nowhere to be found.
