Windows Explorer Stopping...Restarting even with clean boot

I have a Windows 7 64-bit machine on a domain network and within seconds of bringing up the desktop, explorer.exe will stop running and never restart. This happens even on a clean boot. If you log on locally instead of through the domain, explorer.exe will stay running until you try to access the all programs menu or search for a program. You can access programs that have desktop icons to click on. I have run Malware bytes and AVG Free and both have returned no results. Any ideas? Thanks for the help.
 
I ran the SFC in safe mode with command prompt and it says that there are corrupt files that could not be repaired. When I try to run the command to open the SFC log file, nothing happens. I restarted Windows and in the local profile every time I try to access the command prompt, explorer crashes. Anymore ideas?
 
Have you tried running the same command three separate times with reboots between each scan?

Do you have a Windows installation DVD or System Repair disc?
 
No I have not. I have the factory restore discs but we are trying to not have to fully restore. I am in the process of getting an OEM version of Windows 7 Pro so that we can run to repair the installation. I know this was possible with Win XP, is it still possible with Windows 7?
