Windows Explorer Borked - Corrupted .dll - Failed to In-place Repair Upgrade

Hello

Several weeks now my PC has been terrible and I've been looking down every avenue to try to find a solution. Everything I try inevitably "fails".

To describe the problem: Explorer began behaving strangely. On start-up and every time I restart explorer, it takes 5-10 minutes to load up with the task bar showing the loading circle and no icons appearing. Looking into folders, explorer will fail to load a proper view of the files, all of the icons for pics are just generic icon. Picture viewer does not load any picture i try to open. Context menus will often freeze or cause explorer to hang.

Attempts:
-Restarting explorer does not work
-PC reboot does not work
-SFC shows a corrupted store file .dll and cannot fix (more below)
-DISM fails partway through
-SFCfix gets to the "dism portion" and then hangs showing no progress
-In place repair Upgrade of Windows 10 from ISO mounted file fails suddenly at around 81% after saying the PC will soon reboot
-ran check disk that was schedule for boot but don't remember what happened (issue still persisting)
-turned off show recent files in explorer
-cleared explorer history
-tried troubleshooters

Honestly I can't remember what I even tried anymore. But I've seen this forum where many people report a similar problem and are always fixed, but the solution is always for them only, so now I'm here hopefully to figure this out.

There are a few more methods I could try to repair the Inplace Repair but every time I attempt it takes several hours and it can still fail, probably because something deeper is broken. I have not yet searched out a virus scanner because I don't know which one to use, i just rely on Windows Defender.

Regarding the .DLL:
I checked cbs.log and found out about AppXDeploymentServer.dll .

Error Message from CBS.log:

Cannot repair member file [l:24]'AppXDeploymentServer.dll' of Microsoft-Windows-AppX-Deployment-Server, version 10.0.19041.2130, arch amd64, nonSxS, pkt {l:8 b:31bf3856ad364e35} in the store, hash mismatch

Could not reproject corrupted file \??\C:\WINDOWS\System32\\AppXDeploymentServer.dll; source file in store is also corrupted.

I don't know how to edit my post so,

DISM section finally errored out at 56% with Error:4448

The WOF driver encountered a corruption in the compressed file's Resource Table.
