Is the initial scan for updates what is taking a long time?

KB4090913 is the latest cumulative update for Windows.

There is a servicing stack update available for Windows 10 1709: Microsoft Update Catalog

Does Windows show that it is up to date when you check for updates?

The only update I see that might be missing, if it isn't included in the cumulative update, would be KB4088785 for Flash Player : Microsoft Update Catalog
