Windows can't check for updates

Hi
I'm working in windows vista and I have an icon in taskbar that says windows can't check for updates. I can't right click it, only can open it. When I open it, it is windows update that has a shield with red x in it. If I click on check for updates it starts a status bar that just keeps running but never stops nor does it show any updates. Below the status bar it shows last update was last installed on July 17 2016. There are no error messages or error codes it's just not working. I don't know how to get this corrected and start getting updates again.

I checked this out and cpu is only 50 and memory 21,100k being used
