It seems to go through the motions but flashes up the enter password screen for a second then a blank screen, flashes password box, then blank over and over. Will only turn off after the battery has been drained. Tried F9 reset from fully off but there is a drive partition missing. Got an error code from advanced options of 0x800703f1. I don't remember backing up when I got it ( but then it will be 2 years ago in February) can anyone offer any advice.

Your system manual - do a find on "English" - http://www.asus.com/Notebooks_Ultrabooks/ASUS_VivoBook_S200E/HelpDesk_Manual/ Did F9 allow for "Windows System Restore"? If so, try that. I'm not sure what the missing partition is all about. If all options exhausted and you don't have Asus Windows Recovery media, you will have to order a replacement from Asus.
