[SOLVED] Windows 8.1 x64 | Windows Update Failed: Code 80070246

I cannot install Windows8.1-KB3000850-x64 through Windows Update or through a manual download/offline install. I have run SFCFix.exe with the output shown below.

I ended up "Refreshing" my PC, as suggested in an answer.windows.com post. Instructions on how to do so can be found here:
How to refresh, reset, or restore your PC - Windows Help

It was a lengthy process to download all of the Windows Updates again, but it did not fail when updating.
