Windows 8.1 Pro DPS latency problem

Hello,
I decided to post here after a few days of struggle with this problem. So I stream games, make youtube videos and so on. Two weeks ago I noticed frame drops, lags and such. First thing i did was to call my ISP. They told me to restart the switch, the Wi-Fi router; to unplug the router and try access the web without it. After all that the problem disappeared for exactly one week. My net speed is 50Mbps for download and upload. After that it appeared that the problem was on my side. So i updated all my drivers, uninstalled unnecessary programs, updated my BIOS, repaired the registry keys, checked about power management in Control panel, scanned for viruses or any other malware with 2 separate antivirus software. I scanned Windows for corrupted files and found few that can't be repaired. Also for the last 2 days i was running LatencyMon and it showed that ndis.sys, storport.sys, HDAuBus.sys and DirectX kernel file were responsible for the DPS latency. So when the PC is idle its ok - about 200ms latency, but when i start all of the programs i need - Twitch apps, OBS, some software for the video card and such the spikes start. They go up as high as 5000ms.
My rig is as follows:
MB: Asus Sabertooth 990FX R2.0
CPU:FX 8120
GPU: R9-280X Toxic from Sapphire
PSU: CM GX 750W bronze
SSD: Samsung 840 Evo 250 GB
HDD: Seagate Baracuda 2TB 64MB cash 7200RPM
RAM: 4x4GB HyperX Savage DDR3 1600Mhz.

So is there anything I can do or I need full reinstall of all the stuff I got? Thanks in advance.
