Windows 8.1 Not Downloading or Installing Updates

I have been trying to troubleshoot my wife's Dell Inspiron 3520 laptop for the last 5 days.

It is really slow. The HDD usage is nearly always at 100%. I have scanned the computer with NAV, and MBAM and nothing significant was found.

One of the first things I have tried is to update everything. There are 37 Windows updates available, but they will not download or install. I have tried every troubleshooter, did the DISM start component cleaner and restore health and tried nearly everything I can find on the web. Nothing seems to work.

Windows will find and list the updates, and once you click download the status bar just keeps going and going... Overnight twice. In nearly all but a few instances, the computer indicates 'Downloading 37 Updates (0 KB total, 0% complete). At one point, it managed to get to 34 Updates and 4% before it stalled out.

We bought the computer at Best Buy and Windows was pre-installed. We have no disk to perform a refresh with. Any direction and help is really appreciated.

Ran SFC /scannow
Result: found corrupt files but was unable to fix some of them.

Ran DISM /online /cleanup-image /startcomponentcleanup
Ran DISM /online /cleanup-image /restorehealth

Both of these returned the same message: Error 6801 “Transaction support within the specified resource manager is not started or was shut down due to an error.”

Ran SFC /scannow again
Result: found corrupt files but was unable to fix some of them.

Rebooted and tried to update and received the error code: 80071A91

Ran fsutil resource setautoreset true C:\
Message: “the process cannot access the file because it is being used by another process.” Booted to safe mode and reran with no error messages.

Also ran:

cd /d %SystemRoot%\System32\SMI\Store\Machine
attrib -s -h *
del *.blf
del *.regtrans-ms

Rebooted. Still cannot download or install updates.
