Windows 8.1 huge Latency

A friend gave me this computer and i've been having huge sound issues(crackle noise) when i am downloading something or even when playing games, when i searched the problem i downloaded LatencyMon to see what was the problem but i couldnt fix it, so here i am looking for help.
