[SOLVED] Windows 8.1 ERROR_BADDB 0x800703F1 running WU or turning some Windows Features off

Windows Update is consistently failing with error 0x800703F1 (ERROR_BADDB). I also cannot turn the "Windows Location Provider" feature off. Attempting to do so, the feature is still ON after reboot, and there are new 0x800703F1 errors in the cbs.log. I assume other Windows features probably have the same problem, but others, like Hyper-V and IIS, can be managed just fine.

Notes:
- RegBak did not back up COMPONENTS for some reason, so I had to copy it from %systemroot%\system32\config\COMPONENTS
- SFCFix didn't find any problems

I attempted to attach the files to this thread, but couldn't.

The hive loads which is a good start, the CBS log doesnt provide any clues as to what is going on.

SFC /SCANNOW
  1. Right click on the
    aa922834-ed43-40f1-8830-d5507badb56c_39.jpg
    button
  2. Click on Command prompt (Admin) => Press Yes on the prompt
  3. Inside the Command Prompt windows copy and paste the following command SFC /SCANNOW
  4. Please wait for this to Finish before continuing with rest of the steps.
Convert CBS.log to CBS.txt
  1. Right click on the
    aa922834-ed43-40f1-8830-d5507badb56c_39.jpg
    button
  2. Click on Run => Inside the run box copy and paste the following command:

    cmd /c copy %windir%\logs\cbs\cbs.log "%userprofile%\Desktop\cbs.txt"
  3. Press Enter
  4. Once this has completed please go to your Desktop and you will find CBS.txt => Please upload CBS.txt to this thread

Hello GoThePower! Thanks for the response. The scan I've attached the CBS.LOG file (as .txt).
"sfc /scannow" output:
Windows Resource Protection found corrupt files but was unable to fix some
of them. Details are included in the CBS.Log windir\Logs\CBS\CBS.log. For
example C:\Windows\Logs\CBS\CBS.log. Note that logging is currently not
supported in offline servicing scenarios.
The system file repair changes will take effect after the next reboot.

This might not be a registry error. It looks like one file is corrupt and another file can not be decompressed:

With the file that can not be decompressed this is either an issue with the file itself or an issue with a registry value.

We will first check the file to see what is going on.

SFCFix script

Warning: this fix is specific to the user in this thread. No one else should follow these instructions as it may cause more harm than good. If you are after assistance, please start a thread of your own.

  1. Download SFCFix.exe (by niemiro) and save this to your Desktop.
  2. Go to your desktop and right click on the background -> Select New -> Text Document -> Name this file SFCFixScript.txt.
  3. Open up SFCFixScript.txt and copy all of the following text inside the code box below and paste it into SFCFixScript.txt.

It may be worth noting that the Hyper-V feature is not currently enabled on this system, and hasn't been since before my original post.
 
** Please disregard that last post. I forgot that I'd done a system restore point back to when I had Hyper-V installed before starting this thread. Hyper-V is installed, as the SFCFix log would suggest.
 
Lets try and get these files replaced first.

Please run SFC by double clicking on SFCFix.exe and post the log that comes up.

Once that is done please provide:
Can you please go the following location C:\Windows\System32\config and look for the following files:
-COMPONENTS
-Any other files that start with the word COMPONENTS
-Or any files that have a similar name to COMPONENTS (it could be spelt different, have a number, a symbol etc)
If you find any please create a folder on your desktop and copy and paste all these files into this folder.
Next can you please zip this folder and upload them for me to analyze? The file may be too big to attach to this post, please use either Dropbox or One Drive.

I really appreciate all the help, but I'm growing weary about my OS installation. It seems there are other, possibly unrelated, problems as well. I think I'm going to just save all my personal files and reinstall from scratch. It sucks, but I'll feel much more confident that way.
