Windows 8.1 "Background Intelligent Transfer Service" error "2147023838"

I'm having trouble with said service and by extension everything relying on it (such as Windows Update).

Its status is "stopped" and if I try to start it I get an error which says
Code:
 Windows could not start the Background Intelligent Transfer Service on local computer. For more information, review the System Event Log. If this is a non-Microsoft service, contact the service vendor, and refer to service-specific error code -2147023838.

If I check the Event Log, I find two messages related to this:
Code:
The BITS service failed to start. Error 0x80070422.

And
Code:
The Background Intelligent Transfer Service service terminated with the following service-specific error:
The service cannot be started, either because it is disabled or because it has no enabled devices associated with it.

I tried with "sfc /scannow" and got the following message at the end:

Windows Resource Protection found corrupt files but was unable to fix some of them. Details are included in the CBS.Log windir\Logs\CBS\CBS.log. For example C:\Windows\Logs\CBS\CBS.log. Note that logging is currently not supported in offline servicing scenarios.

I'm not sure what I'm supposed to look for in this file but there was only one result by searching for "corrupt" and it was this segment:

I ran CHKDSK but it reported no problem after over 5 hours.

I ran your SFCFIX, at some point it asked for a Windows DVD but I don't have that, I installed Windows from a Bootable USB. I plugged said USB in but I don't think the program recognized it.

Well, noone helped so I fixed it myself.

BITS needs two services to be running, even though they're not in the dependencies.

They are:
Network List Service
Network Location Awareness
