Windows 7x64 Updating Powershell to 5.0(through updating wmf to 5.1) fail (Win7AndW2K8R2-KB3191566-x64 failed)

Hi. I was wonder if anyone could know how to fix the problem of fail to install Win7AndW2K8R2-KB3191566-x64. In fact the instalation goes well, but when the computer is restarting and its 'configure the updates' goes with % the pc successfully shuts down but on the way back it writes: failure to update, reverting changes. I have net framework 4.8, installed all other updates, tried this method: Upgrading from Powershell 2.0 to Powershell 5.1 where you need to install cabs manually(indeed one of them installed as new, when others were already installed) and this one: [SOLVED] - KB3191566 installation failure on Win7 I deleted the same reg values, though I didn't had almost all of them and don't have KB:4041681 installed.
I have kabylake, but I didn't installed the updates which gives 'unsupported hardware' (KB4015549 and KB4012218 ), and I am capable to install other updates (but not all of them, for example cant install security rollups 2020-01).
Can anyone help?
