Windows 7 Upgrade to Windows 10 fails

Tried to upgrade Windows 7 to 10. Updated 7 to the latest patches. Downloaded 19H2 as an ISO. Extracted everything. Ran Setup. Got an error. Found out 16 files to be corrupt ("CBS MUM Corrupt 0x800F0900"), all of them .mum and .cat files, all from one "Cummulative Update", of Internet Explorer 11 (KB3134814). That update stood in Windows Update, and i did not unterstand why.

Extracted them from Knowledge Base IDs file found on microsoft.com. Extracted them,put them to C:\Windows\servicing\Packages, ran CheckSUR. Everything worked fine. For seven out of eight files. All but one pair.

Then i made a mistake. I looked for the last pair. Package_for_KB3134814~31bf3856ad364e35~amd64~~11.2.1.0.mum and cat, which i though Package_for_KB3134814_RTM~31bf3856ad364e35~amd64~~11.2.1.0.mum and cat, which both existed, were the closest match to. Again, i placed the files in C:\Windows\servicing\Packages, ran CheckSUR.

Now i am still not able to upgrade, but have a wrong file in my packages, which only SYSTEM is allowed to change.

I would like you to ask to evaluate my shituation. Therefor i ran through your step by step.
  1. Registered.
  2. Ran SFC Scan (C:>sfc /scannow), "did not find any integrity violations".
  3. Ran SURT Scan (Windows 7!)
  4. Ran SFCFix, but took only seconds, not 15-30 minutes, result as following:

    Checking for updates . . .
    No new update is available at this time.

I'm still not able to upgrade, but would like to.

Solved it myself.

Wanna share with the community, what helped to solve the issue: Uninstalling the same Self-Hosted MSU that i found all the files that were missing, with Windows Update Standalone Installer (wusa.exe) and flag /uninstall. All dependencies, including the missing one, seemed now to be removed. The next time i ran SURT i got 0 (zero) errors, and was able to run the upgrade to Windows 10, no CBS MUM Corrupt 0x800F0900 on mum files, nor Catalog Corrupt 0x800B0100 on cat files, just
