Windows 7 Update & SURT Errors

I'm in need of one of you geniuses. Windows 7 x64, I'm having a problem with KB4074598 failing to install. Zip file with logs, let me know if you need any additional info. TY in advance.

Is Device Manager clean or are there any yellow triangles? Also, which printers are connected? Does the update fail during the install or does it install and revert back on reboot?
 
There is one item in Device Manager that doesn't have a driver installed "tap901". It could be a VPN remnant, though no VPN is being used.
-An HP Officejet 3830 printer is connected.
-The update attempts to install then it reverts back before rebooting.

Looking through some of the logs, there seemed to be an issue with either Avast or some component stores. I uninstalled Avast as a test, but then KB407598 was no longer an available update.
 
The printer is connected wirelessly so I turned it off and retried the update. Same error: failure configuring Windows updates reverting changes.
 
Step#1 - FRST Scan
1. Please download Farbar Recovery Scan Tool and save it to your Desktop.
Note: You need to run the 64-bit Version so please ensure you download that one.
2. Right click to run as administrator. When the tool opens click Yes to disclaimer.
3. Please ensure you place a check mark in the Addition.txt check box at the bottom of the form before running (if not already).
4. Press Scan button.
5. It will produce a log called FRST.txt in the same directory the tool is run from (which should now be the desktop)
6. Please attach the log back here.
7. Another log (Addition.txt - also located in the same directory as FRST64.exe) will be generated Please also attach that along with the FRST.txt.
 
As I mentioned earlier, I've tried removing Avast and then KB407598 is no longer available for update.
