windows 7 update restart loop again

had this solved on this computer a few months back and fixed it. and it came back this week.

update says:
Windows cant update important files and services while the system is using them. Save any open files and restart the computer and then try to check for new updates.

have tried turning off and on the updater, made sure all ther proper services were running. did and sfc /scannow with no errors.

cbs files too big and will follow.

System File Checker (SFC)
Follow the instructions below to run a SFC scan on your system and to provide the CBS log in your next reply;
  • On Windows Vista & 7, click on the Windows Start Menu, then enter cmd in the search box, right-click on the cmd icon and select

  • On Windows 8, drag your cursor in the bottom-left corner, and right-click on the metro menu preview, then select Command Prompt (Admin);
  • On Windows 8.1, right click on the Windows logo in the bottom-left corner and select Command Prompt (Admin);
  • Enter the command below and press on Enter;

    Note: There's a space between "sfc" and "/scannow";
  • Once the scan is complete, enter the command below and press on Enter

  • A file called cbs.txt will have appeared on your Desktop. Upload the file on Dropbox, Google Drive or OneDrive and post the download URL for it here;
Note: Please note that the CBS.log is volatile, which means that if you don't upload it after the SFC scan is completed, it won't have the information from the scan anymore. So archive it and upload it as soon as you can.
 
SFC returned a clean CBS.log. Let's see if SURT have anything to report.

System Update Readiness Tool (SURT) - Scan
Follow the instructions below to run a scan with the System Update Readiness Tool (SURT) and provide a log;
  • Download the right version of SURT for your system;
    • Your version of Windows is:
  • Once downloaded, execute the installer, and go throught the installation (this process can take around 15-20 minutes);
  • On completion, a log will be created in C:\Windows\Logs\CBS\CheckSUR.log;

System Update Readiness Tool (SURT)
 
Alright, SURT didn't return any error. When you restart your computer, do you have a message saying that updates are being installed?
 
"windows cant update important files and services while the system is using them. make sure to save your files before restarting"
 
This is the message you get on the Windows Update panel, but are you getting a message during the restart (either shutdown or boot)? Usually, it's being displayed while you are on the winlogon (blue background) screen.
 
oh, i get what you are saying. when i restart, during the going down and going up, there is not any notifications that it is performing updates.
 
And when you are about to click on the "Shut down" button, do you see a little icon which indicates that Windows Update are pending (which means that they'll be installed on shut down or reboot)?

Yes, restart your computer, then try to check for Windows Update and see if you still have the same error message.
 
Alright, follow the instructions below please.

1. Click your start button and type cmd in the search box.
2. Right-click on cmd that comes up in the search results and select Run as administrator. Answer Yes to the UAC prompt if it appears.
3. Copy/Paste the following into the command-prompt window and hit enter.
