Some time ago, I downloaded a "tool" to free up some drive space on my PC. One of things it did was to delete various "unneeded" Windows update files.
Since then Windows Update would fail on some updates - Mostly the "system" type updates. Updates for stuff like Office, MRT and .Net work. The current one failing, KB4519976, is the '2019-10 Security Monthly Quality Rollup'.
I had tried to fix the issue myself by copying the missing .cat/.msu files from Windows Update catalog and from another PC here at work. It seemed to help but I wasn't able to find them all. (According to the CheckSUR file, the lone missing one is KB2999226)
