Windows 7 Ultimate 64bit - Control Panel: Phone and Modem CP corrupted

Good day, I was advised to move this thread: Windows 7 Ultimate 64bit - Control Panel: Phone and Modem CP corrupted. We went through all the registry fixes and other things. No more corruption as far as SURT and SFC go. Might be a networking thing.
Two things remain. The Phone and Modem CP doesn't initialise. The error message is attached here and the event viewer reports this. And every time I try to start a home group I get a warning saying that the network has to be set to home network which it is. Hope you can help. Thanks.
 
In the search/run box, type in services.msc
Scroll down to telephony. It should be set to manual or automatic.

Also, while in Services, check the following dependency services:
Plug and Play Automatic Started
Remote Procedure Call (RPC) Automatic Started
DCOM Service process launcher Automatic Started
Fax Manual
Remote access auto connection manager Manual
Remote access connection manager Manual
Internet Connection sharing Disabled
Routing and remote access Disabled

rasauto is the only service that cannot be started and comes up with an error.

I tried all the steps highlighted in the links. All dependencies are running fine. Even the telephony service is running. This one has me baffled. I have no idea what's going on. It doesn't seem to be a hardware issue as the network adapter is being used by a number of other devices. I have disabled it, uninstalled/reinstalled the drivers. All the registry checks out. Unless I'm missing a key somewhere or one of the files needed is corrupted or a driver is missing? But where and which one? Even the various Windows event services are running fine which I googled might have an impact with rasauto not starting. Although there is a noticeable timeout with the snap in console but once the event list is loaded it works as advertised.

Just to mention: I've deleted and recreated all of the directly related keys as part of the troubleshooting process. PeterJ has looked into drivers and they were all installed, which is corroborated by the fact that the network adapter is working. We checked and both of our diagnostic tools gave all clean on the corruption checks, so the files are not corrupted.

Correct - which makes it even more confusing. Are these services running under a specific user? system or other? Could this be an authentication/access issue? I noticed the service progress bar goes to 60% then hangs after a little while and throws an error so it is doing something, just not completing it. I have wireshark installed. Is there a filter I could use to give me a real time trace by reproducing the issue?
 
Nope. The authentication/perms issue would have been reported with the error code 5. The only other thing left to try before doing an In-Place upgrade of Win7 (which will certainly resolve the issue) since you don't like Win10 is to try and get a ProcMon capture of the whole Process:

Step#1 - Capture Process Monitor Trace
1. Download and run Process Monitor. Leave this running while you perform the next steps.
2. Try opening the CP just like you have in the past.
3. Stop Process Monitor as soon as it throws the error. You can simply do this by clicking the magnifying glass on the toolbar as shown below.

4. Select the File menu...Save... and save the file to your desktop. This is likely the default location. The name (unless changed) will be LogFile.PML. This is fine.
5. Zip up and provide the link to the LogFile.PML file. Examples of services to upload to are Dropbox or OneDrive or SendSpace.

It's not that I don't like Win10. In this particular case I need to fix and keep Win7 to virtualise it and run it in VMware on a win10 host.
I did an In-Place upgrade to Win7 ultimate when the issue first arose in 2012 and that didn't fix anything at the time.

Will give procmon a go and post dump here when done. Thanks.
 
Yeah I saw the log too :( There must be a way to find where that fault happens. It throws an error and is also logged in the event log so for sure we can identify the component that's causing this?
 
The fact that it's logged in the Event Viewer unfortunately does not help us. Sudden and unexpected system crashes are also recorded, but that information does not help us identify the cause. We just know that there is a problem.
 
Is it possible to retrieve the list of files involved in the process and restore them from the Windows installation CD? At this point I have no idea if there is a file missing or other. You said it all checks out and the trace shows no problem. This is all very confusing. Another thing that happened to me yesterday on two occasions (I reproduced it) is a BSOD when I removed an external sata drive I do my imaging on. It's plugged in via a USB3/Sata dock. I removed it from the task bar icon before powering it down. The PC blue screened on me straight away. So that's something new too. It never ends.
