Windows 7 Service Pack 1 Unable to update KB2999226, Unable to fetch updates etc

Hello Windows Update Gurus,

This all started with an unsuccessful update of vc_redistx64 in which Windows7_MSU_x64 failed to install. After some research I tried to install KB2999226 from the microsoft website for Windows 7 64 bit. It said the update wasn't for my computer, so I tried to manually install it by unpacking and then using dism. This also failed with error code 07 and trying it multiple ways with multiple correct paths that just wouldn't work. I had noticed that some of my Windows Updates didn't succeed, so I tried the Microsoft Utility to fix Windows Update and even though it said successful, I now show no updates installed (except the System Update Readiness Tool hotfix which I applied later) and Windows Update still continues to give the unspecified error on trying to locate updates. This is both with clean boot and without. Due to the difficulties, I also attempted to install Windows 10. It failed at about 80+% this morning and rolled back and I cannot even find the logs that are dated today to see what failed and it did not tell me.

All of this is to play a game that requires the dependencies in visual studio to run *sigh*. I came across this forum and decided to run the tool you guys have provided and it does show a corruption. Any assistance in getting Windows Update to function again would be helpful. I am not opposed to a format, but that would be the last option please because I only have a 3mbps connection that struggles to even reach that.

Just a comment on KB2999226. This was optional over a year ago. It is related to Get Windows 10
KB2999226–The Windows 10 Universal C Runtime (CRT) is a Windows operating system component that enables CRT functionality on the Windows operating system. This update allows Windows desktop applications (Windows Store, other apps) that depend on the Windows 10 Universal CRT release to run on earlier Windows operating systems
