Windows 7 - Profile Specific Issue (possible security update issue)

Hi there! Our Tier 1 IT team has been racking our brains over this issue and we're hoping someone else here can help!

We have over 150 Windows 7 computers out in the field that have a pretty standard group policy (disabling installing programs, accessing settings, disabling cmd prompt, etc). All of which (once restarted) are now presenting what we call the "Windows 95 issue". The themes automatically change to a classic Win 95 look, and the toolbar removes everything but the time and date. We also have been getting increasing reports that scanner utilities are failing, programs are taking 2+ minutes to open and sometimes over 5 minutes to initially login.

However this issue is only with their one profile. When we log into the admin profile, everything is fine. We've tried deleting the profile in the registry, but the issue returned once recreated.
The only thing that happened around the same time were the November security updated from Microsoft. Out of the 3, I've deleted 2 but can't seem to delete the third (KB4523206) as the option to uninstall disappears.

It may not be the security update at all, but any help you guys could give would be greatly appreciated!!
 
Hello and welcome!

Can you please do the following:

Step#1 - FRST Scan

1. Please download Farbar Recovery Scan Tool and save it to your Desktop.
Note: You need to run the 64-bit Version so please ensure you download that one.
2. Right-click FRST64.exe and click Run as Administrator to run it as administrator. When the tool opens, click Yes to disclaimer.
3. Please ensure you place a check mark in the Addition.txt check box at the bottom of the form before running (if not already checked).
4. Press Scan button.
5. It will produce a log called FRST.txt in the same directory the tool is run from (which should now be the desktop)
6. Please attach the log back here.
7. Another log (Addition.txt - also located in the same directory as FRST64.exe) will be generated Please also attach that along with the FRST.txt in your reply.
 
Thanks so much for your quick reply!! Unfortunately, I can't install this onto the profile we need because of the group policy mentioned above.
