[SOLVED] Windows 7 Keeps Reverting Updates

This is my first post in this forum. I have tried every trick and technique I could find to overcome this. Dozens of times have I fixed Windows Updates issues but this is the first time I was unsuccessful, and so I've ended up here.

Every time I install an update, Windows says it can't update files when services are using them, and then asks to reboot and then it reverts any changes I made.

I have a fresh installation of Windows 7 Pro x64 that I've installed using the OEM disk.
Then I install updates via a Simplix package which is an installer of collected updates so I don't have to download all the updates every time (I've done it over a dozen times with no problems).
After that I've installed a bunch of programs (same ones I always install on our workstations), but other than that, this machine has seen no use; it's now about a week old.

  • I've installed the System Readiness Tool.
  • I've run the Microsoft Fixit 50627 to solve error 80070057,
  • I've run the Microsoft Fixit 50123,
  • I've run the Windows Update Diagnostic.diagcab
  • I've tried installing updates one by one,
  • I've tried downloading individual updates and installing them manually.
and I can't resolve it.
This is the first time in 10 years I've ever asked for help with Windows Updates.

I tried to upload my CBS.zip file, but I think the file was too large (258MB) and was taking way longer than I thought was reasonable; so I uploaded it to my own server. Here is the link.

SFCFix - Fix Time

Follow the instructions below to download and execute a SFCFix fix, and provide the log.
  • Download SFCFix and move the executable on your Desktop;
  • Download the attached SFCFix.zip and move the archive to your Desktop;

  • Save any work you have open, and close every programs;
  • Drag the SFCFix.zip archive file over the SFCFix.exe executable and release it;

Okay, I did exactly as you requested.
I placed SFCFix.exe and SFCFix.zip on my desktop.
Then I dragged the zip file onto the executable.
It opened the console for a moment.
Then an empty notepad window appears (just like it does when I run SFCFix.exe without parameters as requested in the posting instructions).
(It seems to me that SFCFix.exe either tries to open the text file too soon and so just opens an empty window, or it doesn't know where it outputted its text file)
But it does produce SFCFix.txt, and looking what was produced, I see it ran a bunch of ownership fixes. I was actually wondering if that was not the problem.

Here are the results; am I free to attempt the updates again?

Not yet :) We need to run SFC to make sure that the file replacement we did using SFCFix worked.

Follow the instructions below to run a SFC scan on your system and to provide the CBS log in your next reply;
  • On Windows Vista & 7, click on the Windows Start Menu, then enter cmd in the search box, right-click on the cmd icon and select

  • On Windows 8, drag your cursor in the bottom-left corner, and right-click on the metro menu preview, then select Command Prompt (Admin);

    Note: There's a space between "sfc" and "/scannow";

  • A file called cbs.txt will have appeared on your Desktop. Upload the file on Dropbox, Google Drive or OneDrive and post the download URL for it here;
Note: Please note that the CBS.log is volatile, which means that if you don't upload it after the SFC scan is completed, it won't have the information from the scan anymore. So archive it and upload it as soon as you can.
 
Sadly your website is blocked at my workplace (caught in the proxy). Is it possible to upload the file on a cloud sharing service like I instructed and post the download URL for it here?
 
It's because I didn't download it. And also, if it would have worked, then it's because I would have been at home :P Now that SFC returned a clean CBS.log, let's make sure that it's the same for SURT.

System Update Readiness Tool (SURT) - Scan
Follow the instructions below to run a scan with the System Update Readiness Tool (SURT) and provide a log;
  • Download the right version of SURT for your system;
    • Your version of Windows is:
  • Once downloaded, execute the installer, and go throught the installation (this process can take around 15-20 minutes);
  • On completion, a log will be created in C:\Windows\Logs\CBS\CheckSUR.log;
  • Attach this log in your next reply;

System Update Readiness Tool (SURT)
 
I ran this before we started in this thread, so I moved all the previous log files for SURT to a different directory and re-installed SURT for Windows 7 x64.
The checkSUR.log file is attached.

  • Download the attached archive file, Packs.zip and save it on your Desktop;
  • Once it's downloaded, right-click on it and select Extract All...;
  • Check the Show extracted files when complete checkbox, and click on Extract;
  • On completion, a folder will open with two folders inside it, Manifests and Packages;
    • Copy and paste the files of the Manifests folder (if there are any) inside C:\Windows\Temp\CheckSur\winsxs\Manifests
    • Copy and paste the files of the Packages folder (if there are any) inside C:\Windows\Temp\CheckSur\servicing\Packages
  • Run the System Update Readiness Tool (SURT) again;
  • On completion, attach the log located at C:\Windows\Logs\CBS\CheckSUR.log in your next reply;

I tried with just KB3068708 and that installed and after a restart it did not revert!
Okay, now I'll proceed with the rest of the list and see how that goes! I'll post back when it is finished.

So, what happened is somehow the ownerships were changed? Do you know how it happened?
 
There were corrupt files related to the servicing stack (critical component of Windows Updates), so we replaced them with clean copies to solve your issue :)
