[SOLVED] Windows 7 KB4519976 failed, status 80070490, tried many times to fix

Hello,

Windows Update has been working smoothly and automatically until Oct-9th, when it failed to install KB4519976.

Since then, it kept trying to install KB4519976 automatically, but always failed with status 80070490.

I also tried to download and install KB4519976 manually several times, and in several different ways. I tried to install it with dism. Nothing seems to work. Usually it first says the install is complete, I need to reboot, then on logout it progresses to 11% and power cycles. On the next boot, the KB4519976 install will continue, but stop again at 11%, and then some message appears that it failed and that it will be rolled back.

I followed your instructions for posting:

- sfc /scannow says "Windows Resource Protection found corrupt files but was unable to fix some of them. Details are included in the CBS.Log windir\Logs\CBS\CBS.log"
- dism scantool downloaded and completed without error
- SFCfix found no errors

I am attaching CBS.zip (~7MB). I tried looking into CBS.log, but I couldn't identify any corrupted files.

Please do the following again:

SFC Scan


  1. Click on the Start button and in the search box, type Command Prompt
  2. When you see Command Prompt on the list, right-click on it and select Run as administrator
  3. When command prompt opens, copy and paste the following commands into it, press enter after each

    sfc /scannow


    Wait for this to finish before you continue

    copy %windir%\logs\cbs\cbs.log "%userprofile%\Desktop\cbs.txt"
  4. This will create a file, cbs.txt on your Desktop. Please attach this to your next post.

In that file, the most recent sfc /scannow is starting at 13:36:35

The previous sfc /scannow is very short, starting at 13:09:58

Before that, there is one more sfc /scannow log, starting at 12:56:18

I also suspect something else is going on, because the PC became unstable today:

- BSOD earlier today, which is very unusual
- System hang / freeze, which is very unusual. All windows open, but wouldn't respond to keyboard / wired keyboard / mouse / backup keyboard. I hit the reset button.


- RAM: Rebooted with Memtest86, 1 pass ok, no errors found so far

- SSD corruption? Rebooted with Parted Magic, checking SSD SMART attributes, no obvious issues found, except 4 CRC errors (SATA interface), which seems ok

- CPU: Will check CPU cooler soon. Maybe it failed, and CPU is overheating?

- Writing this post from the same box, but now on Linux (Parted Magic) while the extended SMART attribute test is running on the Windows 7 OS SSD.
- Linux so far shows no issues, but we'll see.

Add Missing Package
1. Click the Start button and type cmd.exe in the search box.
2. Right-click on the cmd that comes up and select Run as administrator.
3. Once you are at the command prompt, copy/paste the following line and hit enter.
pnputil -a C:\Windows\WinSxS\amd64_cpu.inf_31bf3856ad364e35_6.1.7601.24520_none_bbeae5871f2a500f\cpu.inf

Let me know if it says successfully installed. If it does, retry updates.

Very interesting, yes, the pnputil command was successful, but it showed a Windows security warning that the driver (amd64_cpu.inf) couldn't be verified. I clicked to install it anyways, see attached screenshot.

I will now try to apply the windows update. Rebooting...

Amazing!! Yes, thank you so much, KB4519976 finally installed without error! And I learned a bunch of troubleshooting as well.

Why do you think Windows originally refused to install the amd64_cpu.inf driver? Do I need new certificates or something? Or could it be because it's an older CPU? IntelĀ® PentiumĀ® Processor E5800 (but it works fine for all practical purposes).

Never mind the BSOD earlier today that I mentioned - could have been too many open tabs and programs.

KB4519976 install failure solved!
 
It could have been an incorrectly removed update during the previous rollup. Winodws sometimes removes active components when it updates them, it may have removed the driver in an improper manner causing the issue.
