[SOLVED] Windows 7 Error 8024200D trying to install Cumulative updates for over a year

I work in IT for a university and this particular computer has not been able to do a cumulative update for over a year. I've tried a lot of things to fix but not got anywhere. Have manually downloaded various different cumulative updates even going back to 2018-04

This computer previously used WSUS to manage updates and I have since disabled that. Have cleared out SoftwareDistribution at least once. Tried driver and bios updates. Lenovo M93p model.

It failed around the time Spectre happened so it could be an incompatibility related to that?

Retrieve Components Hive
1. Navigate to C:\Windows\System32\Config and locate the COMPONENTS file.
2. Please copy this file to your desktop.
Note: If you receive an error that this file is in-use, simply reboot your computer and try again.
3. Right-click on this file on your desktop and select Send To...Compressed (zipped) folder. This will create a file named COMPONENTS.ZIP on your desktop.
4. The file will likely be too large to upload here so please upload to a file sharing service. Examples of services to upload to are Dropbox or OneDrive or SendSpace and then just provide the link in your reply.
 
When able, do the following:

Install Update with DISM
  1. Download this update and save to your desktop. The file name will be Windows6.1-KB3080149-x64.cab.zip.
  2. Right-click on this file and select Extract All... Click the Extract button. You can close the folder window that opens
  3. Click on the Start button and in the search box, type Command Prompt
  4. When you see Command Prompt on the list, right-click on it and select Run as administrator. Go ahead and allow if you receive the UAC prompt.
  5. Copy and paste the following command into the command prompt window and press enter.

    dism /online /add-package /packagepath:%userprofile%\desktop\Windows6.1-KB3080149-x64.cab
  6. You should receive the message:
    The operation completed successfully.
    Restart Windows to complete this operation. <---You may not get this line.
    Do you want to restart the computer now (Y/N)? <---You may not get this line.

Go ahead and do so if prompted. Let me know what errors if any come up. If you do get errors, please zip/attach your CBS.log

If you get the message that there are no packages that require processing, use the following command instead:

dism /online /add-package /packagepath:%userprofile%\desktop\Windows6.1-KB3080149-x64.cab\Windows6.1-KB3080149-x64.cab
 
I installed that yesterday actually when I saw it was a new available update.

Sidenote: I noticed that it seems like the "Security-only"version of some of the cumulative patches are installed but they don't have the same name I would have expected. I removed one to test, i think it was: KB4503269. No help for general update error.

Please do the following:

FRST Registry Search
1. Click your Start button and type in cmd.
2.After you find the Command Prompt, right click on it and select Run as Administrator.
3. Copy and paste the following into the Command Prompt:

reg load HKLM\COMPONENTS C:\WINDOWS\SYSTEM32\CONFIG\COMPONENTS

4. Please download Farbar Recovery Scan Tool and save it to your Desktop.
Note: You need to run the 64-bit Version so please ensure you download that one.
5. Run FRST64 by Right-Clicking on the file and choosing Run as administrator.
6. Copy and paste 6.3.9600.19129 into the Search box and click the Search Registry button.
7. When the scan is complete a notepad window will open with the results. Please attach this to your next reply. It is saved on your desktop named SearchReg.txt.
