the user is a non-admin (standard) account.
when opening anything that requires admin privileges, it doesn't prompt or show anything. when trying to open cmd as admin, it doesn't prompt for admin and just opens cmd as non-elevated. UAC is set to default.

I don't follow. On a test Windows 7 machine, if I create a standard (non-admin) account and then open up cmd as administrator, it will prompt for the admin account credentials. When I do it here, it doesn't prompt anything and just opens non-elevated cmd. It's the same for all apps that require admin credentials. The installers just fail.

Have you tried setting the UAC to the highest setting? Please provide a screenshot your current UAC settings.

Nevermind. The system was missing an admin account. I created one and everything went well.

I'm glad you were able to get it fixed; did you enable the hidden administrator account or create a separate user with admin privileges?
